It's a CITY. Manchester is another city. You can't have a CITY plonked in the middle of another city. Both cities are in the County of Greater Manchester, but they are governed entirely separately - for example, Salford Council blocks free speech by charging thousands of pounds to kids who want to save their school (this actually happened) and by blocking even vegetarian message boards on their computers.
