Is the expression “to practise sex”, as meaning precisely the same as “to have sex”, correct or not?

I've been discussing this with someone on a Polish message board. He says that according to him this phrase may mean exactly the same as "to have sex". Personally, I quite doubt it, but then again, I'm not a Brit. I have already checked it in a dictionary and when I typed the expression in a search engine, the results only proved my point. In most cases it seemed to mean "to engage in a rehearsal of". However, how about "to practise safe sex"? Does it mean the same as "to have safe sex"? - because judging from the context ...
